FBI seeks mobile biometric identification app for Android devices

 

The FBI has released a draft request for quotes in regards to a five-year contract to develop a mobile biometric identification software solution for Android devices, according to a report by Washington Technology.

The FBI’s Criminal Justice Information Services (CJIS) Division has a Quick Capture Platform (QCP), which is an advanced system that enables agents to collect and store fingerprint data during domestic and international investigations.

Using the QCP system, users are able to capture biometric and biographic data on mobile devices, package it in a transaction that adheres to the FBI’s Electronic Biometric Transmission Specification (EBTS), and send it to the CJIS.
The FBI intends the new system to operate on Android-based phones and tablets, which currently include the Samsung Galaxy S5 and Samsung Galaxy Tab 4.

Based on the terms of the agreement, the contractor will be responsible for providing compatibility and design, capture functionality, transmission and submission of data packages, compliance with EBTS, and a post-implementation test, along with some other requirements.

The FBI created the first version of QCP in 2007 for the FBI Hostage Rescue Team during overseas operations, and since then, it has recognized an intrinsic need for the rapid collection of responses in hostile environments on the domestic front.

The FBI stated that all responses must be sent by August 6th.

Previously reported, in a recent interview with Federal News Radio, Jim Preaskorn, the program manager for the FBI’s Next Generation Identification System, discussed how the agency effectively delivered on the $1.1 billion biometrics program.
