Vietnam PM orders wider implementation of national ID for digital transformation
 

Prime Minister Pham Minh Chinh of Vietnam has highlighted the need for more robust efforts to drive national digital transformation, particularly through the implementation of Project 06. The recent directives from the Prime Minister have a strong focus on developing citizen data and establishing a digital identity and authentication system, according to Vietnam+ (VietnamPlus).

In his address, the Prime Minister outlined the efforts his Government has made in participating in the legislative process, including the submission of three laws to the National Assembly for approval and the issuance of three decrees to support the project’s goals.

The Ministry of Public Security has made revisions and additions to the regulations under the Residence Law to improve implementation. Additionally, four new circulars have been introduced to specify the measures for enforcing the Law on Identification.

This follows the recent event hosted by the State Bank of Vietnam (SBV) in Hà Nội, at which the Prime Minister emphasized the use of technological advancements to improve financial services and lead the nation’s digital transformation.

Digital identity app VNeID is now being used more than 29 million times each month, on average, according to Vietnam+.

The Prime Minister specified the progress in administrative and public service simplification, noting that out of 1,084 administrative procedures, 763 have been streamlined to improve governmental efficiency. Furthermore, the national public services portal now provides access to 4,510 online public services, covering 71.7 percent of the total services available. PM Chinh instructed government agencies to prepare for the national digital ID app to be used for all online administrative procedures, and to integrate health records with VNeID.

Vietnam residents will be issued a digital ID card for in-person interactions with public agencies.

Additionally, 18 ministries and sectors, one state-owned enterprise, three telecommunications enterprises, and all 63 provincial-level localities have successfully completed data connection and sharing with the National Residents Database.
