Trump unveils landmark AI initiative called ‘Stargate’

Coinciding with his repeal of former President Joe Biden’s 2023 AI Executive Order that required AI companies to share safety evaluations with the federal government, particularly when technologies pose risks to national security, public health, or the economy, President Donald Trump announced the launch of “Stargate,” an ambitious and monumental initiative designed to strengthen the United States’ AI infrastructure.
Both the Stargate announcement and the revocation of the AI safeguard Biden had put in place has sparked widespread criticism from privacy advocates and security experts who argue that transparency and accountability are vital in AI development and deployment, especially by federal agencies.
This unprecedented Stargate project is a mammoth collaboration with tech giants OpenAI, SoftBank Group Corp., and Oracle Corp. that aims to position the U.S. as a global leader in AI technology while driving significant economic and technological progress.
At its core, the Stargate initiative seeks to address the nation’s growing need for advanced AI capabilities by constructing state-of-the-art data centers and related infrastructure. But while Stargate represents an extraordinary leap forward for U.S. AI capabilities, offering the promise of technological leadership and economic prosperity, its scale and ambition come with significant challenges, particularly in balancing innovation with privacy, security, and ethical responsibility. With an initial investment of $100 billion and a touted ability to be able to scale up to $500 billion over the next four years, the program is expected to stimulate economic growth and create over 100,000 jobs. The first facility, already under construction in Abilene, Texas, marks the beginning of what will eventually expand to multiple locations across the nation.
Oracle co-founder Larry Ellison emphasized the scope of the project, stating, “We’re building ten data centers right now, with plans to double that and expand beyond Texas.”
According to OpenAI, “the initial equity funders in Stargate are SoftBank, OpenAI, Oracle, and MGX. SoftBank and OpenAI are the lead partners for Stargate, with SoftBank having financial responsibility and OpenAI having operational responsibility. SoftBank CEO Masayoshi Son will be the chairman. Arm, Microsoft, NVIDIA, Oracle, and OpenAI are the key initial technology partners.”
“The buildout is currently underway, starting in Texas, and we are evaluating potential sites across the country for more campuses as we finalize definitive agreements,” OpenAI said. “As part of Stargate, Oracle, NVIDIA, and OpenAI will closely collaborate to build and operate this computing system.”
The Stargate announcement came as the impending ban on TikTok could adversely affect Oracle’s existing data operations in Texas. In response to U.S. national security concerns regarding data privacy, TikTok partnered with Oracle to manage and store its U.S. user data. This collaboration, known as “Project Texas,” was intended to ensure that American user information is stored within the United States and is overseen by an American company. However, if the ban on TikTok occurs, Oracle would need to reallocate the Texas cloud capacity it dedicated to TikTok operations.
“If we are unable to provide those services to TikTok, and if we cannot redeploy that capacity in a timely manner, our revenues and profits would be adversely impacted,” the company wrote in a Securities and Exchange filing.
The Stargate announcement was made during a White House event that featured key leaders from the partnering companies, including OpenAI CEO Sam Altman, Son, and Ellison. Trump underscored the strategic importance of keeping AI innovation within U.S. borders. He said, “China and others are our competitors. This is about ensuring that artificial intelligence is made in the USA and benefits Americans first.”
Despite its promise, the Stargate initiative has ignited debate about privacy, security, and the ethical implications of such a large-scale effort. These concerns are amplified by the central role of private corporations like OpenAI, SoftBank, and Oracle, whose access to vast datasets raises questions about data usage, surveillance, and accountability.

Without comprehensive safety protocols, their misuse – or even errors – could have catastrophic consequences for individuals and national security.
One of Stargate’s defining features – centralized data infrastructure – presents unique challenges. While centralized facilities enhance efficiency and scalability, they also become high-value targets for cyberattacks. Hackers could exploit vulnerabilities in these hubs, potentially accessing sensitive national and personal data.
Moreover, systemic failures at one data center could disrupt interconnected systems across the country, affecting vital services like healthcare and finance.
